Brian A. Shoup MPSA,  Managing Partner
  • 22 years as Executive Director of nonprofit behavioral health and human service organizations.
  • 2 years as President & CEO of a nonprofit holding company of a historic scenic railroad subsidiary.
  • Founder of a proprietary employee assistance program (EAP) company in Wisconsin.
  • Broad experience in strategic planning, affiliations, and management structuring.
  • Adjunct Instructor in sociology for Mid-State Technical College
  • Co-founder of the Wisconsin Alcohol and Drug Treatment Providers Association, along with BCS associate Norman Briggs.

Norman R. Briggs Ed.M.,  Senior Partner
  • Over 25 years experience in behavioral health program administration in three states.
  • Specializes in program development, marketing, and strategic planning.
  • Consulted with counselor training programs, EAPs, and state agencies.
  • Served on a broad array of state commissions, associations, and boards of directors.
  • Co-founder of the Wisconsin Alcohol and Drug Treatment Providers Association, along with BCS associate Brian Shoup.
  • Currently serves as Director of AODA Services for ARC, Inc of Madison, Wisconsin.
Mr. Briggs has a BA in psychology from Bates College and an EdM in counseling psychology from Boston University.    E-mail: 
Todd C. Campbell Ph.D., CADC III, CCSII,  Senior Partner
  • Licensed psychologist with extensive experience in behavioral health research and evaluation.
  • Associate Professor and Chair of the Department of Counseling and Educational Psychology at Marquette University.
  • Executive committee member/Center Scientist for the Center for Addiction and Behavioral Health Research.
  • Co-Director of its Technology Transfer Division.
  • Lead consultant to the Wisconsin Bureau of Substance Abuse Services for its Research to Practice initiative.
  • Authored numerous journal articles and papers on various research and clinical topics. He also maintains a private clinical practice.
Dr. Campbell has a BA in sociology from the University of Wisconsin-Madison, an MS in counselor education from the University of Wisconsin-Whitewater and a Ph.D. in counseling psychology from Texas A&M University.    E-mail:
